OPEN Council Roles & Responsibilities The OPEN Council is guided by the approved By-Laws. Any changes to the By-Laws requires the OPEN Council to notify its membership 30 days prior to any vote Typically, any by-law changes are acted on during the December Business Meeting. More detailed understanding of the specifics roles for the OPEN Council, Council Members, and Committees can be located in the Roles & Responsibilities document.
